If they were both trying to kill each other I'd give the edge the Surfer. It would be good fight, but ultimately I think the Surfer has a bit more power at his disposal.

I voted Surfer! The Power Cosmic (ambient energy of the universe) is what empowers Galactus and the Surfer. Thor is tough, but ultimately wouldn't stand a chance.
